Jack Mason is a secret agent working for the Central Intelligence Agency (CIA). On behalf of DARPA and the CIA, he is keen to steal, or otherwise acquire the research that may undermine the economies of the G7 - if another country takes control of the technology ahead of the USA.
The CIA is working with Scotland Yard and Interpol, in an ongoing cyber war, against criminal activities including antiquities thefts. As per the Hague Convention and Blue Shield objectives.
Jack is prone to taking the odd bribe, turning a blind eye occasionally - when he needs the money, and there would be little harm done. Making him a sometimes double agent.
He is aware that human cloning has been on the agenda of Professor Krafenstein in Switzerland and Italy, knowing of the ambitions of and the identity of Baron Victor von Frankstein VI. He figures that if he can get his hands on this tech, he can retire - hence the conflict of interests with his duty to protect the USA against threats to homeland security. And the desperate measures he stoops to, in order to deal himself into this high stages technology game.

knows of John
Storm, and the potential usefulness of the DNA
collection aboard the Elizabeth
Swann. He is ordered to work with John and to protect the ocean
adventurer, where the US sees his work as valuable.
